As part of the current Contrat de Régulation Economique (CRE), and given the strong passenger traffic growth in 2006,* Aéroports de Paris proposed to the Economic Advisory Commission of the Paris-Charles de Gaulle and Paris-Orly airports on 22 December 2006 that airport fees for the Paris-Orly and Paris-Charles de Gaulle airports be raised by 4.25% (including inflation) for the year 2007 after a 5% increase in 2006 (including inflation).
The current CRE effective through 2010 authorises Aéroports de Paris to raise its rates sufficiently to obtain, by the end of this period, a fair return on capital invested. The group plans to invest €2.5 billion in the regulated perimeter over the period 2006-2010.
In 2007, ADP will notably begin operating the CDG VAL transit system, Satellite 3 and the East baggage handling system, thereby increasing Paris-CDG's competitiveness as a connecting airport. It will also renovate the second quarter of the CDG 1 terminal.
In compliance with the French Civil Aviation Code, the new tariffs will take effect on 1 April 2007, after the recommendation of the Economic Advisory Commission for the Paris-Charles de Gaulle and Paris-Orly airports, and on condition that the proposal is approved by Aéroports de Paris’ Board of Directors and by the French ministers of civil aviation and the economy.
*Between 1 December 2005 and 30 November 2006, passenger traffic and the number of aircraft movements increased by 4.8% and 3.4%, respectively.
Appendix
The average increase in the principal fees proposed for the Paris-Charles de Gaulle and Paris-Orly airports can be broken down as follows:

These increases are in line with the rate policy introduced in 2006:
- Passenger fee would be raised more than landing fees in keeping with an investment programme that is mainly geared toward passengers.
- The increase in landing fee would be higher for small aircraft than for large aircraft in order to attenuate the strong existing progressiveness of the current tariff, when expressed on a per ton basis.
At last, ADP also proposes raising ancillary fees by an average of 4.2% in 2007, compared to 5% last year.
